(BBC News, 8 Jul 2016) – Five Dallas police officers have been killed and six wounded by sniper fire during protests against the shooting of black men by police, authorities say.



Police are in a standoff with one armed man in a garage. Three other people have been detained.



Gunfire broke out at around 20:45 local time on Thursday (01:45 GMT Friday) as demonstrators marched through the city.



The protests were sparked by the deaths of Philando Castile in Minnesota and Alton Sterling in Louisiana.



Dallas Police Chief David Brown said officers remained in a stand-off with one armed man at a garage who was firing off rounds with a rifle.



He said: “The suspect that we are negotiating with has told our negotiators that the end is coming and he is going to hurt and kill more of us, meaning law enforcement, and that there are bombs all over the place in this garage and in downtown.”



Chief Brown said that a woman who was in the vicinity of the man was now being questioned.



Police also said officers had intercepted a car after a person threw a camouflaged bag into the back and sped off. Two occupants were being questioned.



Chief Brown said the suspects were all believed to have been working together, using rifles to carry out attacks while the rally was taking place.



He added: “We do not have a comfort level that we have all the suspects.”



He had earlier said 11 officers were shot “ambush style” by the sniper fire, killing three. Police later tweeted that a fourth officer had died. One of those killed was a transport police officer.



The police said it appeared that two snipers had fired from “elevated positions” during the protest rally.



“We believe that these suspects were positioning themselves in a way to triangulate on these officers from two different perches… and planned to injure and kill as many law enforcement officers as they could,” Chief Brown said.



The mayor of Dallas, Mike Rawlings, said it was a “heartbreaking moment for the city”.



One of the march’s organisers, Rev Jeff Hood, saw people scramble for cover as gunfire rang out.



“I ran away from the shots trying to get people off the streets and I was grabbing myself to see if I was shot,” he told the Dallas Morning News.



Police had earlier issued a photo of one man with a rifle slung over his shoulder, saying he was a suspect. Police later tweeted that he had handed himself in. It is unclear if he was involved in the shooting.



The Dallas protests were among several held across the US over the police use of lethal force against African Americans.



Philando Castile was shot dead at a traffic stop in St Paul, Minnesota , on Wednesday, while Alton Sterling was killed by police a day earlier in Baton Rouge, Louisiana.



Both incidents were captured on video, reigniting what has become a national debate.



US President Barack Obama said “all fair-minded people should be concerned” about the frequent police killings of black Americans.



Pointing to statistics showing African-American citizens are far more likely to be shot by police by whites, Mr Obama called on law enforcement to root out internal bias.



“When incidents like this occur, there’s a big chunk of our fellow citizenry that feels as if it’s because of the colour of their skin, they are not being treated the same,” he said. “And that hurts.”



But Mr Obama also said there was “extraordinary appreciation and respect for the vast majority of police officers who put their lives on the line to protect us every single day. They’ve got a dangerous job. It’s a tough job.”



The Officer Down Memorial website says 53 US officers have died in the line of duty in 2016, 21 of them as a result of gunfire. The toll does not include those killed in Dallas.

Community Leaders Unveil Plan to Prevent Violence



A diverse group of community leaders on Monday (Aug. 25, 2014) held a press conference at the Edgecomb Courthouse, downtown Tampa, unveiling a groundbreaking long-term plan to prevent violence in Hillsborough County and make our community a safer place.



Representatives of the Violence Prevention Collaborative (VPC), a body formed by the Board of County Commissioners, discussed their work over the past year and release two new documents-the prevention plan, called Safe & Sound Hillsborough, and preliminary results of a survey of Hillsborough County youth. They also shared new data, including detailed “heat maps” that show the prevalence of poverty, truancy, domestic violence, child abuse, and violent crime throughout the county. These maps pinpoint areas where prevention resources should be targeted in the next phase of the VPC’s work.



The VPC is chaired by County Commissioner Kevin Beckner and includes representatives from Tampa, Plant City, Temple Terrace, Hillsborough County Public Schools, the Hillsborough County Sheriff’s Office, the Tampa Police Department, the State Attorney’s Office, the Public Defender’s Office, the 13th Judicial Circuit Court, and 77 community members who served on seven specialized committees.



“Law enforcement alone cannot solve the problem of violence in Hillsborough County or anywhere else,” said Commissioner Beckner. “Our plan is based on the understanding that violence can be prevented when all parts of a community – government agencies, community organizations and civic and faith leaders – come together to pursue data-driven, evidence-based strategies that address violence as a public health issue.”



The VPC was launched by the Board of County Commissioners after the school shootings in Newtown, Ct., shocked the nation and our community. Members have spent the past year compiling and analyzing local data and conducting a comprehensive survey of young people in Hillsborough County. Preliminary results from the survey will be discussed at the press conference by Dr. Martha Coulter of the University of South Florida’s College of Public Health.



Other speakers at the press conference will include County Commissioner Beckner; Col. Donna Lusczynski of the Hillsborough County Sheriff’s Office; Hillsborough County School Board Member Cindy Stuart; and Robert Blount, president of Abe Brown Ministries. All have been part of the work of the Violence Prevention Collaborative for the past year.



The Hillsborough County Community Violence Prevention Collaborative was created in the summer of 2013 as an initiative to transform the way local policy makers address violence. This initiative shifts policy from a public safety to a public health model and aligns community and professional stakeholders to develop a comprehensive prevention and intervention approach.
